According to SOLAS-74
and STCW 78/95 Convention (Section A-II/1, A-II/3) every officer in
charge of the navigational watch on a vessel of more than 300 g.r.t.
shall be trained and certificated as a General Operator or Restricted
operator (GOC or ROC). Training of deck officers for radio communication
duties is one of the main concerns of shipowners. GOC has also become
an instrument of promotion for deck officers.
The Makarov Training Centre is the first training
centre in the Russian Federation and CIS which issues certificates approved
and recognised by the Marine Administration of Norway. Diploma for passed
GOC examination issued by Admiral Makarov State Maritime Academy together
with Certificate of Competence issued by Harbour Master in St.Petersburg
are sufficient for issuing a Norwegian qualification document for service
on board Norwegian ships as GOC / GMDSS radio operator.
Training is provided both with use of simulators
imitating "SAILOR" (S.P.Radio) console, SCANTI, Raytheon Standard Radio,
SAIT and live equipment represented by two complete sets for Sea Area
A3 with a possibility to practice in real communication.
Training programmes (imitating Sailor equipment,
12 working stations) and multi-media systems (2 working stations) are
used for lectures and self-training.
A total number of 32 stations in the centre itself
(Zanevskiy pr., 5) and its branch (3 line V.O., 30) give the possibility
of 2 shifts training.
Students are provided with text-book (GMDSS in
3 weeks) which was recognized to be the best in Russia and recommended
by the Ministry of Transport of the Russian Federation.
Courses duration:
1 week for ROC
3 weeks for GOC.

Professional training of the second-class Radio
electronics is effected in compliance with the Merchant Shipping Service
of the Ministry of Transport, articles of Radio Regulations and IMO
recommendations (Resolution A.703 (17) Section A IV/2, B IV-2 (§ 16-28,
45, 49) STCW 78/95).
The Makarov Training Centre was the first in
the former Soviet Union that obtained the license and started training
of electronics in February 1997.
The 2nd class Radio Electronic Certificate enables:
Sea specialists -
to be the 2nd class radio electronic on board Russian ships (position
introduced in 01.02.1999 instead of the Chief Radio Officer)
to provide service of radio and navigational equipment on board foreign
ships together with search and rescue communication
Ship owners -
to avoid expenses for doubling of GMDSS equipment
shore specialists -
obtain the position of A1 and A2 areas service engineer
to work as an engineer of the shore service centre engaged in installation
of the GMDSS radio equipment.
Training is provided on the licensed simulators
with the possibility of practicing in real communication.
The teaching staff having experience in training
GMDSS operators took additional courses of training as service engineers
in Great Britain and Sweden.
A total number of working stations provides the
2 shifts training.
For persons with secondary radio education there
is a possibility of taking an upgrading course in compliance with the
Ministry of Transport Resolution of 03.12.1998.
