The
Academy Won the Tender for establishing the Simulation Centre in Kazakhstan
The Admiral Makarov State Maritime Academy was admitted to be the winner
of the open tender for the development of the feasibility report to
install the National Maritime Training Centre in the Republic of Kazakhstan.
The installation of such centre is stipulated by the fact that developing
oil extraction, processing and export Kazakhstan faced the problem of
maritime transportation. To solve this problem it is necessary to build
modern oil fleet, shore oil transferring complexes, to prepare personnel
both for terminals and for merchant fleet.
Since 2001 trustful and fruitful relations established between the
AMSMA and NMSC "Kazmortransflot", the first national Kazakhstan shipping
company, while discussing problems of fleet personnel training. The
Makarov Training Centre arranged the external courses for training the
personnel in accordance with ISM Code, and also to train tanker fleet
specialists. In 2005 crew members of the first two tankers NMS "Kazmortransflot"
built at the Vyborg Shipbuilding plant had a number of training courses
and their competence was assessed using the complex "Delta Test".
The feasibility report for the project development will describe tasks
to be solved by the Centre, forms of project realization, kinds of training,
costs for the equipment and maintenance of the Centre, requirements
to the premises, instructors training and others. In the framework of
the designed report the problems which are of the great importance for
shipowners, such as arrangement of the initial training for ratings,
further training of senior crewmembers, additional training for safety
personnel and various up-grading courses for improvement of professional
skills of maritime and shore specialists will be touched upon.
At present the Makarov Training Centre has accomplished the first stage
of the project realization. According to the plan the operations are
to be completed in the 2nd quarter of 2006. Under the preliminary calculation
the total cost of the installation of such centre is not less than $3M.
