Rostransnadzor
has approved training of OPR rescuers at the Makarov Training Centre
Russian Federal Transport Supervision Service in the letter # 9.1.17-36
dated 19.01.2006 has determined the assessment procedure for oil spill
liquidation specialists (OPR rescuers).
In accordance with the Decree of Russian Government # 1479 dated 22.11.1997
"Considering Rescue Services, Formations and Rescuers Certification"
and pursuant to the letter above presenting for certification in Rostransnadzor
is possible:
1. in case of passing the training on the programs, approved by the
Russian Transport Complex Central Certifying Commission (RTC CCC) in
training centres approved by Rostransnadzor.
2. after passing testing at the RTC CCC in Moscow.
At present RTC CCC has approved rescuers training courses conducted
by the Makarov Training Centre for Salvage and Rescue Formations, which
are in charge of oil products spill prevention and elimination. The
training of OPR rescuer's at the Makarov Training Centre (MTC) of Admiral
Makarov State Maritime Academy has begun in March, 2006 in accordance
with the requirements of Russian Federal Transport Supervision Service.
