The
Large Investment Project
The Admiral Makarov State Maritime Academy started realization of the
project of modernization of its training centre. It is the largest investment
project for the past years.
The project of modernization of the largest in Russia professional
training centre for seafarers of merchant fleet was developed in the
beginning of 2004, approved by Russian Ministry of Transport and ratified
by the State Agency of Maritime and River Transportation in September,
2005.
In the framework of the project the SMA plans to put into crisis management
centre that will be based on the specialized simulator for oil pollution
response and will be connected via communication channels with the State
Maritime Rescue Coordination Centre of Russia.
The creating of the national centre for training of sea pilots and
VTS operators is the second part of the Project. The developed centre
will allow to realize provisions of new Resolution A.960 (23) of the
International Maritime Organization and Recommendation V-103 of the
International Association of Lighthouses Authorities.
According to the schedule the Academy plans to put into operation the
first in Russia training centre for specialists of drilling platforms
and vessels with high degree of precision of dynamic position fixing.
The centre of distant learning and knowledge test will be launched
till the second quarter of 2006 and will permit specialists to obtain
training of "Makarov standard" irrespective of where the customer is.
The centre will combine the resources of the Academy in the sphere of
distant knowledge testing, phycophysiological checkup, compliance test
of maritime English to the requirements of the UK Maritime and Coastguard
Agency (MCA).
The main feature of the project implementation is the development of
specialized complex simulator "Virtual Vessel" combining navigation
bridge and engine room simulators. The launching of such complex will
allow Russian shipowners to provide training for the senior crewmembers
in a single information area at the level of European standards of professional
training for crewmembers. The total investment amount needed is more
than $2M.
