Rosmorrechflot (Russian Sea and River Fleet) has approved examination
standards
The Federal Agency of Sea and River Transport has approved the examination
standards for testing the competency of crew personnel. These standards
are intended for usage by the Maritime Boards of Experts (MKK) of 19
port administrations of the Russian Federation for examination of seafarers
and further issuance of certificates for officers and certificates of
competency for ratings of merchant marine ships. The examination standards
were developed by the Maritime Training Centre in collaboration with
other organizations and experts of the industry in the form of data
bases of examination questions and tasks for candidates for getting
(or extending) certification documents.
Currently the data base includes more than 15 thousand qualification
tasks almost for all categories of ship personnel and is used in the
program system "Delta-Test" in more than 70 organizations of the industry,
including maritime educational institutions, training centers, Maritime
Boards of Experts (Qualification Commissions) of port administrations
and shipping companies.
Approval of the data bases was done for the execution of appropriate
Rosmorrechflot's decisions and is going to be conducted on the yearly
basis along with updating and extension of qualification requirements
and capabilities of seafarers.
The approval decision was announced on June 7, 2006, in Saint-Petersburg
at the seminar "Application of information technologies for examination
of seafarers," which was carried out by Admiral Makarov State Maritime
Academy under the aegis of the Federal Agency of Sea and River Transport.
