Makarov State Maritime Academy has won the tender of the Finnish Maritime
Administration
Finnish Maritime Administration has completed the tender procedure
for making a training film on DVD intended for crews of vessels engaged
in ice navigation. The winner of the tender has been the Admiral Makarov
State Maritime Academy jointly with a group of Finnish companies, involved
in safety of navigation project works.
The general contractor of the DVD-film is going to be Deltamarin the
Finnish company specialized in consultations, designing and technical
support of shipborne and maritime engineering. Except the AMSMA project
executives are going to be the Finnish State Icebreaker Fleet operator
Finstaship and training centre Meriturva (Helsinki).
The project is aimed at making a training film covering the aspects
of ice navigation, including pre-voyage training, types of ice, ice-conditions
map, ice class concept, general principles of maneouvring in ice conditions,
solo navigation, navigation in the convoy with icebreaker assistance
and communication with icebreaker. The Academy plans to use the technological
basis of the Makarov Training Centre, personnel resources of the Arctic
and Navigation faculties and to engage ice supply and ice navigation
specialists for solving the problem.
The initiative of the AMSMA involvement comes from the Finnish part.
According to the Head of the Deltamarin Arctic Business Development
department Kimmo Juurmaa the choice was stipulated by the significant
expertise in the field of deck officers and pilots simulator training
at the Makarov Training Centre. The centre has been conducting preparation
for ice navigation since 2003, worked out specialized program for simulator
training and installed the ice simulator. Among almost 200 navigators
and pilots that have passed ice navigation courses at the MTC the most
volume of training is obtained by the foreign crews from Greece, Spain,
Holland, Bulgaria and Romania. For the present among the Russian shipowners
ice navigation training is demanded only by Sovcomflot.
