Russian VTS Training Complex
VTS training in Russia was traditionally developed directly at the
working place of vessel traffic centre under the supervision of skilled
VTS operator.
Now, when navigation became more intensive, when new up-to-date equipment
is being installed, new technology is being introduced this training
does not satisfy the requirements of safty of navigation.
Today VTS operator deals not only with vessel traffic, but also with
rescue operations, oil spill response operations and navigation as a
whole.
Even a new term was introduced - VTMIS (Vessel Traffic Management &
Information Service).
To suite high requirement to the VTS operators competence in accordance
with IMO Resolution À.857(20) Makarov Training Centre of Admiral Makarov
State Maritime Academy with support of Saint Petersburg Harbour Authorities
installed first in Russia specialized VTMIS training complex "Navi -Trainer
Pro 4000".
Training programme is based on IALA Model course V-103 and includes
all tasks and items VTS operators deal with.
VTMIS training complex includes a work station for instructor, 2 VTS
operators work stations, full mission Ship Bridge with 1350 visualization,
2nd active Bridge with restricted functions. Visualization system uses
29 ships models and 23 sailing areas, including Saint-Petersburg and
Primorsk (new oil terminal in "Eastern Gulf of Finland).
VTMIS training complex allows to train VTS operators, pilots and deck
officers at the same time.
VTS-operators and pilots of new oil port were first who have passed
training at new VTMIS training complex.
Training for pilots and deck officers included passage from Seskar
Island to the tanker berth at Primorsk under different whether conditions
and visibility, mooring operations at Primorsk with or without tugs.
Training is carried out under the supervision of operating pilot of
Primorsk.
