Security
Training at Makarov Training Centre
Nowadays shipping and port industries pay great attention to the security
matters.
Bearing in mind International Code for the Security of Ships and Port
Facilities (ISPS Code) implementation in December 2003, Makarov Training
Centre (MTC) of Admiral Makarov State Maritime Academy first in Russia
and former ICS countries has got a license from Ministry of Transport
of the Russian Federation for training specialists in accordance with
ISPS Code.
In the nearest future, a system of Security Training Centres with Makarov
Training Centre as a leading training institute will be organized in
Russia under supervision of the Russian Maritime Security Authority.
In order to provide high level of security training, instructors and
lecturers of MTC have passed probation at "International Maritime
Security" (IMS), UK, and in cooperation with instructors of IMS
have provided first Security Course at Makarov Training Centre. New
classrooms are equipped with modern security equipment and visual aids.
Vocational advisers from Federal Security Service and security companies
are engaged in training process.
Now five-days courses for security officers are available:
- Ship Security Officer Course;
- Company Security Officer Course;
- Port Security Officer Course;
- Inspectors of ISPS Code Course;
- Instructors of ISPS Code Course.
First courses for Ship Security Officers and Instructors of ISPS Code
were organized in August, 2003.
MTS has also initiated and developed standards for ISPS Training in
Russia.
Developing
cooperation with Finland
In December, 2002 the Protocol of Intentions concerning cooperation
between the AMSMA and Educational Committee of the city of Kotka (Finland)
was signed that is an important stage in development of cooperation
between the AMSMA and marine institutions of Kotka.
Joint programmes in the sphere of maritime education and training which
are to be realized during the year 2003 will touch upon such directions
as development of some courses for oil terminals personnel, for specialists
involved at oil spill response operations, upgrading course for Russian
and Finish specialists in maritime management and some other.
The Protocol was signed by: Russian Party - President of AMSMA, I.Kostylev;
Finish Party - vice-major of Kotka, P.Lintunen; Rector of Kymenlaakso
Politechnic - P. Vuorela; Rector of the Center of Professional Training
- J.Reivila.
Computer
database of certificates has been developed
In 2002 engineers of Makarov Maritime Training Center completed development
and installed software for connecting Maritime Administration of the
port of Murmansk to the database containing information of certificates
and endorsements of Russian seafarers. The program was installed at
the Harbour Master's office to register certificates issued by the port
Maritime Administration and to obtain information about certificates
issued by other port Administrations.
The project was implemented in cooperation with engineers of the port
of Murmansk Administration. Other port Administrations are to be connected
to the database shortly.
Upgrading
course for electric officers
Makarov Training Centre in co-operation with the Marine Engineering
department of the Makarov Academy has started the upgrading course for
marine electric officers for the certificate of officer in charge of
an engineering watch of category A.
Theoretical and practical simulator training of 202 hours (5 weeks)
is to be followed by at least 5 months shipboard training as understudy
of engineer in charge of an engineering watch.
Training
of personnel for maintenance of radio and navigational equipment
Shipborne communication and navigational equipment requires operational
tests after maintenance and repairs. To avoid false alerts or interference
with operation of other stations such tests should be performed by trained
and competent personnel.
A new training program (151 hours) has been developed by the Center
for such personnel, including repairs and maintenance of communication
and navigational equipment as well as office equipment and computers.
AMOS
Mail Training
AMOS Mail program is intended for effective ship-shore communication
through satellite channels. Inmarsat-A,C,M,B and GSM and HF-radio are
used with the program. About 85% cost saving can be expected as a result
of effective use of the program. A 2 days course is intended for practical
users of AMOS and is offered on the basis of the computer class with
Maintenance and Purchase program and real shipboard database. The equipment
and software make the training most realistic.
AMOS knowledge and skills obtained by trainees at the Center allow ship
owners to reduce operational costs.
Modeling
of the port of Vysotsk approach
In November 2002 Makarov Training Centre completed the project of modeling
and identifying possibilities and conditions of safe navigation for
large vessels in the area of the port of Vysotsk, including maneuvering
for departure using the by-pass deep-water fairway.
The need of enhancing the capacity of the port of Vysotsk to handle
large vessels, develop the port and the region accounts for staring
the project. MAKAROV TRAINING CENTRE experts identified maximum ship
size to be allowed to enter the port, options for bringing such vessels
into and out of the port both unassitedly and with tug assistance. The
scope of hydrotechnical works to be carried out in the port was also
offered.
The project included development of model chart of the area, trials
of ship models and options for using the fairway.
The following recommendations were developed for the Administrations
of the ports for Vyborg and Vysotsk:
· safe passage of large vessels
· use of tugs
· limitations for vessels due to hydrometeorological factors
· limitations due to vessel's size
· hydrotechnical works to be carried out in the fairway.
The group of experts inclided MTC lecturers captains V.N. Shebalin (accident
investigation expert), A.P. Gorobtsov and V.P. Makhin.
The
"Mir" Returned with Victory
A solvo fired three times has met the sailing ship "Mir"
at the home port of St. Petersburg.
The 15th voyage of the tall ship was completed. In 2002 the "Mir"
once again confirmed her reputation of the "world fastest tall
ship". This is the third time she has become absolute winner among
class A ships in "Cutty Sark Tall Ship's Races". She is the
only ship which managed to set such a record among the biggest tall
ships for almost 50 years long history of the "Cutty Sark Races".
The races of 2002 started in the Spanish port of Alicante and finished
in Portsmouth. The "Mir" was the first at every leg of the
race. In Portsmouth she was awarded a special challenge cup for a clear-cut
victory in her class. Among other prizes was the one given to the ship
which had covered the longest distance before the beginning of the race.
Cadets of the Academy proved to be the first-rate sportsmen and won
24 prizes. For 5 months of the voyage the "Mir" had covered
more than 13 thousand nautical miles and visited more than 10 ports
of England, Spain, Germany and Belgium. 87 cadets had their shipboard
training under the supervision of the ship Masters Antonov N.V. and
Timoshkov S.V. and lectures Pomiguev G.P., Amfilohiev A.B., Grigoriev
N.N., Konoplev A.V. More than 100 foreign cadets worked on board together
with Russian seamen. 20 cadets of Academy became the exchange members
of the other tall ships crews.
Academy
at the 3d Annual General Assembly of IAMU
Main Maritime Academy hosted the 3d Annual General Assembly of IAMU
for the period of 22 through 26 September, 2002 at Rockland, Maine,
USA. Admiral Makarov State Maritime Academy was represented by Prof.
Dr. Kostylev-head of the Academy; Prof. Dr. Loginovsky and Kozlova E.-head
of Department of International relations.
After its foundation in 1999: the IAMU activities are in progress. IAMU's
members are 38 Maritime Universities in North America, Europe, Asia,
Africa, Australia and Oceania.
The goals of the IAMU are the following:
Innovation of maritime education and training systems for the next generation.
Establishment of an international maritime society with a safety management
system.
Global standardization of maritime education.
In order to accomplish these three goals, 3 Working Groups are set up
each year, studies and research projects are conducted, while having
the basic philosophy of "working together". The results of
this research are presented at each session during the Annual General
Assembly. The theme of the following Assembly is also stated. The Heads
of Maritime Universities discuss the most difficult problems, the Maritime
Educational Institutions have to face. AMSMA joined IAMU at the beginning
of 2000. The Head of the Academy is a member of the Executive Committee,
which works out the subjects for working groups; determines the relations
with international organizations; introduces new members of IAMU; and
is engaged in problems of commercial and public belief.
In conjunction with the Third General Assembly of The International
Association of Maritime Universities a student program has been held.
The goals of the program were:
to bring together students from different maritime nations to discuss,
explore and define the common culture of the global community of mariners.
to begin the progress of establishing a net of international relations
between mariners and future mariners from different cultures and nations.
to compare differences, similarities, strength and weaknesses of various
maritime curricula, teaching and training methods.
Over 70 students and cadets from 14 countries convered at Maine Maritime
Academy's campus in Castine, Maine, USA. Our Academy was represented
by Naumov R.- a fourth year cadet of the Deck Department, and Surtsev
A.- a fourth year cadet of the Engine Department.
Training
of the Seafarers Passing through the Black Sea Straits
(Bosporus and Dardanelles).
In compliance with the Regulation of the Department of Transport of
the Russian Federation ¹BP116p dated 13.12.01. as to additional
simulator training of the seafarers passing through the Black Sea Straits
Masters and navigators of the Russian merchant ships passing or planning
to pass trough the Black Sea Straits must have additional simulator
training. Headline is October 1, 2002.Maritime Training Center carries
out the above training on a full mission navigating bridge simulator
with a day and night visualization of the Black Sea Straits equipped
with radar/ARPA, ECDIS, GPS, GMPSS and control module for power installation.
Different models of traffic can be simulated. 29 types of the "own"
ship including container carriers, dry cargo ships and VLCCs are available
for training. The program of the course covers the following issues:
specific feaheres of sailing through the straits, formats and order
of reports given by ships, actions in case of emergency ect.
Simulator
for oil Terminals Personnel Training
A simulator for oil terminals personnel training of Ship Analytics
(USA) was installed in Makarov Training Centre. It will help to improve
the level of the oil terminals personnel and oil industry personnel.
Such training is especially important in view of oil terminals construction
in the Gulf of Finland Eastern part.
IMO
Course for Personnel Involved in Oil Spills Response
In September 2002 IMO Response to Marine Oil Spills Course initiated
by the Swedish Maritime Administration and Coast Guard was held in the
state Maritime Academy. 30 specialists from organizations involved in
the oil spill response participated in this course. Among them were
the representatives of the EMERCOM, Port Authorities of St. Petersburg,
Kaliningrad, Archangelsk, Lukoil, ets. The program of the course included
overview of the International Conventions and Regional Agreements governing
oil spill response and protection of the environment, strategy and planning
of oil and chemical spills response, cooperation with mass media, practical
issues were under the spotlight. The structure of the Swedish Oil Spills
Response Organization described by the heads of the appropriate bodies
Mr. Magnus Sundstrom and Mr. Rolf Asperberg and representatives of the
Swedish Coast Guard Mr. Ingmar Bergstrom and Mr. Hans Hjelm was of the
particular interest. The above event will undoubtedly result in mutual
understanding and cooperation in case of joint spill response.
The
Academy is among the first ten best technical high schools in Russia
now
The Russian Federation Ministry of education has published a rating
list of Russian higher schools based on their performance in 2001. Admiral
Makarov State Maritime Academy is honored to be among the ten best high
schools in Russia.
