Makarov State Maritime Academy has started major investment project
Admiral Makarov State Maritime Academy has started implementation of
the major investment project aimed at modernization of its Maritime
Training Center (MTC).
The project to modernize the Russia's largest centre of seafarers professional
training and refresher courses was developed in the beginning of 2004,
agreed upon in the Ministry of Transport and approved by the Federal
Agency of marine and river transport in September last year.
Within the framework of the project, the Academy plans to open the
Crisis Management Centre, which will be based on a specialized simulator
capable to provide training of personnel in oil spill prevention and
response, via the network the simulator will be directly linked with
the Main Maritime Rescue Coordination Center of Russian Ministry of
Transport.
Establishment of the Sea Pilots and VTS Operators Training Center is
the second objective of the project. Availability of such a center will
allow to meet the provisions of the new IMO Resolution A.960 (23) and
IALA Recommendation V-103.
In compliance with the project's schedule, by the end of this year
the Academy plans to open the Russia's first Oil Rigs and dynamic positioning
equipped Ships Personnel Training Centre.
Distant Learning and Testing Center will start its work not later than
the end of the first quarter of 2006 and will allow the mariners to
obtain "makarov" training irrespective of a client's residence. The
centre will consolidate resources of the Academy in the field of remote
control of professional knowledge, psycho-physiological testing and
testing of the seafarers Maritime English language for conformity with
the MCA UK requirements.
The main part of the project is the establishment of a specialized
simulator "Virtual Ship", combining bridge and engine room simulators.
Such a simulator will allow Russian ship owners to provide training
of the crews in uniform information space at the level of the European
standards for seafarers' professional training.
The total amount of investments for implementation of the Project of
the Makarov Training Center modernization are estimated at more than
two million US dollars.
More detailed information on the Project's implementation will be provided
to Maritime Community at the exhibition "NEVA-2005" which will take
place in St.-Petersburg from September, 26 till September, 29, 2005.
